REC Centos update

Dave is working on a general Centos update for REC. Essentially using a newer base image and unpinning dependencies to see what (if anything) breaks. He will report back to @Paul Carver and we will update the REC upstream dependencies as much as possible based on the results of Dave's testing.

Darrin has been asked to look into writing a blog post for LF Edge about REC on eMag servers
