  1. The Akraino has an "upstream first" policy. Exceptions of this policy must be reviewed by the Upstream Sub-committee and approved by the TSC, and could be discussed in the Upstream Sub-committee calls.
  2. All Akraino Blueprints or Feature projects that contribute to upstream projects must complete the Upstream Dependency Matrix for their respective projects. And if a new upstream project is added to the Akraino for the first time, also complete the Upstream Project List table.  The tables should be completed at project induction time (for new projects) and refreshed at release time (for existing projects).
  3. When multiple blueprints/projects depend on and/or contribute to a shared upstream, discussion of their work is encouraged. The Upstream Sub-committee is a forum you can they could use to discuss and resolve problems.
